Theme of [16 Navigators]: Aspiration
Co-organisers: Yayasan Nanyang Press, The Rotary Club of Bandar Utama and its partner Rotary Clubs.

Yayasan Nanyang Press and the Rotary Club of Bandar Utama are co-organising RAINBOW IN MY HEART 2013 ART COMPETITION, open to only SPECIAL NEEDS CHILDREN AND ADULTS at state and national levels. To be specific, this is a competition for children and adults with learning disabilities like Autism, Down Syndrome, Aspergers Syndrome, William’s Syndrome, Dyslexia, Cerebral Palsy, Global Development Delay, ADHD, ADD.

Painting can help nurture one’s creativity. It helps to enhance the relationship between parents and their children, and encourages autistic people to make more friends. Painting could be seen as a channel to improve social interaction and communication, as well as develop different abilities for special needs people. Holding this concept, Yayasan Nanyang Press has set up free painting classes for special needs people from families with financial difficulties.

By co-organising this art competition with the Rotary Club of Bandar Utama, Yayasan Nanyang Press wishes to create a platform for special needs people to display their talent in art and to be recognised. They should have the courage to pursue their aspirations and dreams although they might be less fortunate compared to many of us. Besides that, we believe this project will also create awareness on special needs people in Malaysia.

Through the support of the Rotary Club of Bandar Utama, we will also work closely with 13 other Rotary Clubs nationwide, which will also organise the art competition at state level on 7th July 2013 in their respective states.

Our targeted number of participants will be 1000 nationwide. There will be two levels i.e. the first level of the competition will be at state level; and the second level, whereby the top five winners of each category at the state level will get to compete at the national level on 26th August 2013.

Participants will be provided with an A3-sized acid-free paper during the competition and they will have to bring their own painting materials or additional creativity materials. The theme will be “PAINT YOUR LIFE WITH ASPIRATION”. The top 78 winning artworks selected from the 13 competing centres will be displayed at the art exhibition at national level.

联办单位：南洋报业基金，万达扶轮社以及其扶轮社伙伴

南洋报业基金和万达扶轮社为特殊小孩与成人联办《心里的彩虹》绘画比赛2013，分别进行州际赛和全国赛。具体来说，这是给予拥有学习障碍的小孩和成人（如自闭症、唐氏综合症、威廉综合症、读写障碍、脑性麻痹、全球发展迟缓、过动症，阿斯伯格综合症等等）的一个良性竞争平台，刺激与发挥他们潜在的才能。绘画可以帮助培养一个人的创造力。它有助于加强父母与子女之间的关系，并鼓励自闭患者去结交更多的朋友。绘画可以被看作是提高与社会沟通的桥梁，以及针对有特殊需要的对象发展他们潜在的各种才能。抱着这样的理念，南洋报业基金会已设立免费绘画班，让来自家庭贫穷的特殊小孩与成人参加课程。

与万达扶轮社合办的绘画比赛，南洋报业基金希望让特殊小孩与成人有一个施展艺术才华的平台，以及得到认可的机会。他们天生比我们缺乏运气，而值得被鼓励去勇敢追求自己的愿望和梦想，此外，我们相信这个计划可以唤醒身在马来西亚有特殊需要的人，对于自己的生命意识。

透过万达扶轮社的支持，我们也将与全国的其他13个扶轮社紧密合作，而且将於2013年7月7日分别在各州实行绘画比赛。

我们的目标参与人数是全国1000人，将分为两个阶段，即第一阶段是州际赛，第二阶段则是从9个州胜出的优胜者（AB组各别挑选两名），进阶到 2013年8月26日举办的全国赛。

比赛当天，我们将会提供A3无酸纸给参赛者，他们自己则需要自备绘画材料或其他所需材料。主题是“画出你的志趣生活”，然后从13个竞赛中心选出78份优胜作品展列在全国赛的美术展。

• Category A: 15 years and below 十五岁以下
• Category B: 16 years and above 十六岁以上

Eligibility and Rules 参赛资格与条规

• The competition is only applicable for Malaysian participants. 只限马来西亚公民参加。
• The competition is open to all special needs children and adults with learning disabilities (Autism, Aspergers Syndrome, Down Syndrome, Global Development Delay, Add, ADHD, William’s Syndrome, Slow Learner and Dyslexia). 这项活动公开给患有学习障碍的特殊小孩与成人（ 自闭症、阿斯伯格综合症、唐氏综合症、整体发展迟缓、过动症、威廉氏综合征、学习障碍和失读症。）
• Entries will be judged in the following age groups: A – 15 years and below, B – 16 years and above. 参赛作品会分为两组来评审：A-十五岁以下，B-十六岁以上。
• All participants will receive a certificate of participation. 所有参赛者将会获得一张参赛证书。
• Participants may use any art materials such as poster colour, water colour, oil pastel, acylic paint and mixed medium of your choice. We will provide pre-printed colouring drawing upon request by participants. 参赛者可以使用任何一种绘画材料，如广告彩、水彩、油粉彩、丙烯画或您也可选择材料混合FF0C参赛者可以向我们要求预印的着色绘图。
• The art painting must be the participant’s own original creation. 绘画作品必须是参赛者的原创。
• The winning art painting will not be returned. The Rotary Club of Bandar Utama reserves the right to reproduce the painting for promotional purposes without a royalty fee. The artist will be given due recognition for their original painting. 万达扶轮社保留无条件使用作品於宣传用途的权利，恕胜出作品不予退还，但画家将获得原著认可。
• The art competition’s judges will be appointed by the Rotary Club of Bandar Utama and their decision is final. 比赛评审将由万达扶轮社委任，评审的决定就是最后的决定。
