7.8M Earthquake Relief and Reconstruction Plan for Tsum Valley, Northern Gorkha Nepal

One of the most remote Himalayan valleys, Tsum (Chhekampar and Chumchet VDC) is totally damaged by a 7.8M earthquake in Nepal. Most of the beautiful settlements are turned into ruins and more than 200 homes have been badly damaged. Luckily the people there survived and are not suffering from the pain of losing their own dear family members. There has been almost no human casualty, except three lives lost in the valley (7250 are dead and 14000 more injured and still 1000 more people are missing in Nepal from the same earthquake.)

This valley also lies inside the epicenter zone very close to Barpak, Gorkha. But only the Tsumba people (villagers in Tsum Valley) are facing physical damages to personal properties, public property schools, drinking water supply, micro hydro power houses and precious historical monuments such as kani, stupas, and monasteries. The people have lost their homes, and are disconnected from the capital city of Kathmandu and district headquarters of Gorkha, Nepal. This unprivileged and uneducated remote settlement, Tsum, is never central to the government’s priority areas. Therefore there is very less chance for them to get sufficient relief funds from the Nepal’s Prime Minister disaster relief fund.

People are desperately surviving inside open roof house ruins, tents and caves in cold weather in the mountains. Very soon, the end of June monsoon rainy season starts in central western Nepal. The winter season starts three months later. Local people are worrying where will they store their harvesting corps? Where will they keep their domestic cattle? How to protect their small children and old family members from the wet and cold weather? There is a very high risk of migration from the valley and a very challenging preservation of its unique sacred culture and religion. Seeking shelter is the first priority of a long-term relief for the Tsumba community. We sincerely request the compassionate and generous people to support this meaningful act.

Information from Lopsang Chhhiring Lama, our coordinator from Tsum Valley:

1. Total number of seriously damaged houses = 136 upper Tsum / 120 in lower Tsum = 256

2. In the village of Chhokangparo, its people have set up a grassroot level relief management committee (seven people for tents, seven people for food and seven people for cash and physical materials etc).

3. As per discussion with my father (meeting with Yap Ape and my father), local people are demanding fast and easy and environment-friendly Jasta Plates (Jasta pata), as a roof for long-term relief support is most necessary for the local people. They urgently need roofs for their houses. Plastic / tents are not safe during the windy and snowy winter season. Domestic animals cannot be kept inside the tent house.

4. Traditional stones as house roofs need large amounts of timbers. If all local people rebuild their houses with a traditional stone roof again, large numbers of trees will be cut down. It is time consuming and results in heavy labour and high risk of deforestation in the Himalaya region. Risk of landslides is high and creates a negative impact on the environment, too.

5. Jasta pata (tent roof): one bundle (around 10 pcs) of Jasta pata costs NRS 15000 at the Arughat market rate. For a medium-sized house, an average of four bundles are needed. Total per house is NRS 60,000.
10 X 4 bundle = 40 pcs Jasta pata is enough for one medium sized house.
1 bundle = 10 pcs of Jasta costs NRS 15,000 (approximately USD150)
Total cost for one house: 4 bundle pata X NRS 15000 = NRS 60,000 (approximately USD600 or RM2,200)

6. Relief distribution methods:
Option A: first phase – to go to most affected villages (Chhokangparo – 44, Dzong – 10, Ngakyu/Leru – 30 and Ripchet – 45 houses), with complete relief amount – NRS 60,000 per house.
Option B: second phase – to visit the rest of the damaged houses at lower and upper Tsum to get more information so that victims will not miss our relief items.
Option C: to send relief items to all above listed damaged households, with a total of 256 houses and one bundle of jasta pata per family.

The options above depend on the total funds that we eventually collect from the public.

千里送暖尼泊爾7.8级地震救援与重建家园计划 – Tsum 山谷, Northern Gorkha Nepal

Tsum 山谷是位于尼泊爾喜马拉雅山谷较为偏远的一个部落,当中多个村庄内的约200户家庭的住家也遭摧毁,但值得庆幸的是,除了有3宗死伤投报外,其他村民都安然无恙。

由于地势偏远,再加上该山谷受到地震的严重影响,山谷内的村民已与首都甚至是救援队伍失联,如今他们不但面临住家被摧毁的困境,也严重缺乏食物和饮用水,雪上加霜的是,Tsum 山谷是长期遭尼泊爾政府忽略的地区,居民获得援助的机会也非常渺茫,情况可说是四面楚歌。

目前,村民们正冒险住在摇摇欲坠的住家内,甚至有些只住在帐篷和山洞内,无助的对抗寒冷的天气。最令当地村名担忧的是,下个月就是雨季,冬季也会在雨季后到来,他们该怎么度过这严峻的考验,家中老少该怎么安置?

以下为 南洋报业基金在TSUM山谷的协调员Lopsang Chhhiring Lama所提供的资料:

1. 总共遭摧毁的住家: 共256间 / 上 TSUM 山谷共136间 / 下 TSUM 山谷共120间

2.Chhokangparo 村庄目前已自行成立草根救援管理层 – 7人负责帐篷,7人负责食物,7人负责现款以及其他物品。

3. 村民目前急需锌片以重盖房子,好让能为村民遮风挡雨。

4.村名急需大量石头以自行从建家园,同时也需大量砍伐树木以充做家中支柱,这将大大影响喜马拉雅山脉的自然环境,同时也将耗尽大量的人力资源。

5.1捆锌片(约10片)价格大约1万5千盧比(尼泊爾货币),重建一间住家大约需要4捆锌片,共值6万盧比(600美元、2千2000令吉)。

6.救援方式
方式1: 我们到重灾区Chhokangparo, Ngakyu/Leru 和 Ripchet,估计所需善款(重建住家) – 6万盧比
方式2: 我们将到其他受影响的住家、村庄 (上 TSUM 山谷和下 TSUM 山谷)。
方式3: 我们将到上述表格内的每家每户派送锌片
